Sara Cunningham          

Compliance Officer

About Sara

As CCML’s Compliance Officer, Sara is responsible for the design, development, and management of the federal and state tax credit program compliance. Her compliance oversight and management during underwriting, closing, and throughout the life of the compliance period is a key element to CCML’s success. She develops and oversees implementation of CCML policies, and procedures to ensure CCML’s full regulatory compliance at the federal, state, and/or local levels. Sara advises on related developments, with an emphasis on the growing and complex NMTC program. Another key element of her role with CCML is her responsibility for initial analysis and ongoing monitoring, collection and reporting of impacts, specifically in the low-income communities CCML’s projects serve. 

Prior to joining CCML, Sara spent 11 years with Bank of America, where she was responsible for regulatory compliance, audit controls and risk management in a retail setting.  

Sara’s experience brings a critical skill set to CCML where she is a key person in managing data collection, analysis, and retention related to NMTC program compliance and reporting. Her strong attention to detail and experience with monitoring community outcomes aids her in monitoring project adherence to projected outcomes in Community Benefit Agreements, thereby ensuring projects address community needs identified in the underwriting process. 

Sara holds a B.S. from The University of Southern Maine and a Certificate in Community Development Finance from the University of New Hampshire, Carsey School of Public Policy. Sara also serves on the Midcoast Youth Center’s Maine Working Communities Challenge Initiative Committee working to create a web of education, mentoring, job training, healthcare and suite of programs targeted toward low to moderate income youth.
